
For the past two years, Devin has lived exclusively in Linux. That made sense for web services, cloud-native apps, and open-source tooling. But a huge chunk of enterprise software, the kind running inside banks, manufacturers, and government agencies, was always out of reach. Cognition just changed that: Devin now runs inside a full Windows virtual machine in the cloud, able to build, execute, and test native Windows applications end to end.
The Wall That Just Came Down
The limitation was not philosophical, it was technical. Devin could generate migration code for .NET Framework, but couldn't build or test it because .NET Framework only runs on Windows. That single constraint made Devin useless for one of the most common and painful enterprise tasks: modernizing legacy Windows codebases. Now that constraint is gone.
Windows runs on over 1.4 billion devices and is deployed everywhere from Fortune 500 companies to the living rooms of indie developers. Devin now builds, runs, and tests natively in its own Windows VM. The agent gets a real machine, not a compatibility shim or emulation layer.
What Devin Can Actually Do on Windows
Three capabilities unlock with this release:
- Build and modernize legacy apps. Devin can now operate natively in a Windows environment, bringing the full power of autonomous AI engineering to the world's most mature developer ecosystem. The benefits of cloud AI agents, including task delegation, parallel execution, and autonomous iteration, now apply to Windows applications. That means VB apps, Windows Forms, classic ASP, and anything else that predates the current team.
- .NET Framework to .NET Core migration with real validation. Devin now builds, runs tests, and iterates in a real Windows environment until the migration passes. Some behavior can only be verified by actually running the application. Previously, an agent could write the migration code but had no way to confirm it actually compiled and ran correctly.
