# Sarvam AI Launches Sarvam Circle to Deploy India's Sovereign AI at Scale

> Sarvam AI launches a formal partner network with AWS, HCLTech, IBM, HP, BCG, and others to scale India's sovereign AI stack into every enterprise

Sarvam AI, the Bengaluru-based startup building India's sovereign AI stack, has launched [Sarvam Circle](https://www.sarvam.ai/blogs/introducing-sarvam-circle), a structured partner programme designed to carry its models and products into major Indian enterprises and institutions. The founding members span enterprise technology: AWS, HCLTech, IBM, HP, BCG, Thoughtworks, Kyndryl, EY, MoEngage, and YCP.

The Circle is a go-to-market architecture built on top of a company that, just weeks ago, announced a trillion-parameter model roadmap at its inaugural Epoch developer conference. It is how Sarvam plans to get that stack deployed at scale.

## What Sarvam Actually Is

Sarvam AI is a full-stack sovereign AI company founded by Vivek Raghavan and Pratyush Kumar in August 2023. Its focus: large language models, speech systems, and AI infrastructure built specifically for India's 22 official languages and 1.4 billion people. The founders came out of AI4Bharat, a research collective focused on Indian language datasets, giving them a decade of relevant groundwork before writing a single line of startup code.

By April 2025, the Indian government had selected Sarvam from 67 applicants to build India's first sovereign model under the IndiaAI Mission, granting access to 4,000 high-end GPUs for six months. The startup then raised $234 million at a $1.5 billion valuation, with $150 million of that coming from HCLTech as lead strategic investor.

The scale of what they have already deployed is concrete. According to the company's own blog, the stack is running at over 2 million voice conversations a day, 35 million pages digitized, and roughly 10 million API calls per day across public and private sector deployments.

## The Gap Sarvam Circle Fills

Building a capable model is one problem. Getting it deployed inside a bank's legacy core system or a government ministry's document workflow is another. That last-mile problem is what Sarvam Circle is designed to solve.

The programme organizes partners into five categories:

- **Cloud and Infrastructure** — AWS brings marketplace access and co-sell infrastructure, making Sarvam models procurable through existing enterprise cloud agreements.
- **Strategic Consulting** — BCG, EY, and YCP translate AI capability into board-level strategy and sector-specific transformation roadmaps.
- **Enterprise Delivery and Engineering** — HCLTech, Thoughtworks, and Kyndryl handle deep integration work: connecting Sarvam's APIs to legacy systems, databases, and workflows at production scale.
- **OEMs** — IBM and HP bring Sarvam into preferred enterprise deployment configurations, including on-device and regulated-environment deployments.
- **Enterprise Software and Platforms** — MoEngage embeds Sarvam's voice AI directly into its customer engagement platform, enabling personalized voice interactions at scale.

The forward-deployed engineering model is worth noting. Sarvam's own engineers work alongside partners inside customer environments, a model borrowed from companies like Palantir, where the goal is to reach production rather than hand off a spec sheet and walk away.

## Why This Moment, Why These Partners

Sovereign AI refers to AI systems developed and operated within a country's own infrastructure, legal boundaries, and governance frameworks, rather than depending on foreign providers. The decision to build one is as much geopolitical as technical, similar to how India runs its own payment network (UPI) rather than operating purely on Visa and Mastercard. That framing explains why a company like IBM is in this programme at all.

The AI market in India is projected to grow nearly sevenfold, from $17.87 billion in 2026 to $119.44 billion by 2032. The timing of the Circle launch is deliberate: on July 30, 2026, Sarvam confirmed at its Epoch developer conference that it is building a foundational model with over one trillion parameters from scratch, with co-founder Pratyush Kumar announcing the model would go live within six months. The Circle launch follows immediately, turning the model announcement into a commercial motion.

The investor structure reinforces the strategy. The largest cheque came from HCLTech, a 57-year-old Indian IT services company that invested $150 million for a 10.46 percent stake. HCLTech's presence in Sarvam Circle as a delivery partner is the natural extension of that equity relationship: they are investors and the delivery arm simultaneously.

## Who Benefits

The clearest beneficiaries are Indian enterprises in regulated sectors. Sarvam's models are designed for Indian languages and are already deployed across banking, insurance, government services, and defense. Those organizations have been stuck choosing between global models that handle regional languages poorly and building in-house, which most cannot afford.

The partner firms gain access to a differentiated AI stack they can resell and integrate. For a firm like Thoughtworks or Kyndryl, offering a sovereign, India-built AI alternative to OpenAI or Google gives them a credible answer to clients with data residency requirements.

The competitive pressure lands on global hyperscalers. Both OpenAI and Anthropic have described India as their second-largest market after the US. Sarvam Circle is a direct attempt to intercept that opportunity before it consolidates around foreign platforms.

## Where the Risk Sits

The programme's ambition is matched by its complexity. Coordinating across cloud providers, global consulting firms, OEMs, and systems integrators, each with their own commercial incentives and existing vendor relationships, is notoriously difficult. Partner programmes at this scale often produce announcements and little else.

If the trillion-parameter foundation model ships on schedule, Sarvam will have done something only a handful of organizations on earth have managed. If it slips, the underlying business, including the inference platform, voice stack, and enterprise agents, remains valuable regardless. The same logic applies to Sarvam Circle: the partner network has real value even if only half the announced integrations reach production.

NITI Aayog estimates AI could contribute nearly $1.7 trillion to India's economy by 2035, and overdependence on foreign platforms carries documented risks around data residency, governance, and supply-chain control. That national tailwind gives Sarvam Circle a structural advantage that purely commercial partner programmes lack.

For teams building products for Indian users, particularly in fintech, government services, or healthcare where regional language support and data residency matter, the Circle means Sarvam's stack is about to become significantly easier to procure and deploy. Whether the delivery capacity behind these partnerships can match the scale of the announcement is the only question left to answer.
